Does Lotho Sackville stuck in reserve in the Epic Duel force me to recycle my cycle pile?

Yes under the standard rules; the designer says that is exactly what Lotho is meant to do. He may be house-ruled away for solo or co-op play if he spoils the scenario. Lotho shuffles the cycle pile into the draw deck rather than recycling cards one by one.
