Can Denethor's reserve action be used repeatedly, and how does his forsake interact with an empty deck?

Yes. Nothing stops repeated use, though each activation requires forsaking a card, and he can forsake himself while in reserve. If both Boromir and Faramir are known to be absent from the draw deck, nothing is gained; if the deck is empty and they are in the cycle pile, the forsake can rebuild the deck so you can take one.
