In what order does the Shadow bot choose between using an action, passing, moving and playing from hand?

It checks in order for a useful action on a card in play, whether it can pass, and whether it can move a useful reserve card, and only if none apply does it play a card from hand. When no player is above their carryover limit it moves first, then plays a random card.
