Can I use Aromatic Herbs and Rabbit Stew when my cycle pile has no Hobbits?

No. Its effect eliminates the card in order to take a Hobbit from the cycle pile, so with no Hobbit there you cannot use it. You cannot voluntarily pay a cost for a benefit you cannot gain.
