What does the rule about never having fewer than 3 cards on my board mean?

It covers the case where your whole deck is only three cards, all on your board with none in hand, Draw Pile or discard. At the start of your turn the right card drops off, is shuffled into a new Draw Pile, and you play it as the new card. You cannot destroy cards below three.
