In what order are collision effects resolved?

First, every player with a second Workshop and no Criminals gains 1 Virtue. Second, all Townsfolk with collision effects resolve, for every player. Third, the current player gains what is printed above their markers. Fourth, all other players gain what is printed below. Then markers reset.
