What does a water composition icon on a dice slot require, and does fishing need water at the location?

The water-composition icon needs you to be interacting with a water sentient or animal. A slot marked 'on water' is different: it needs nearby water in the location art, which you judge by looking, though you need not be underwater. Fishing works when water is visible in the art.
