Yes. You commit to the card action first and only then read the location entry, and you can never look at an action's cost beforehand. Ability cards can cost more dice than the location's own action, which is balanced by small extra benefits. For unlisted Depart actions the verb is revealed only on lookup, so groups need a workaround.
