Do dice on a removed card go to the penalty area?
The rulebook and a designer post both say dice are refreshed.

No. Dice on a card you lose or replace are refreshed to the challenge dice pool, and any boost on it returns to the general supply. Only dice that a card's text says to place in the center go to the penalty section.
