Does 'you', 'local' or 'adjacent' on a breakthrough refer to its owner or to the target?

The rulebook's "Advanced Directives (Glossary, Reference & FAQ)" section answers this, and players in the threads agree.

To the owner, who uses it. Breakthroughs resolve relative to the person using them unless the card says otherwise, so 'adjacent' means adjacent to the owner and 'local' means the owner's node. Only the owner can activate their own breakthrough, though one without location wording can be used for another explorer on any turn.
