No separate scaling is needed. The designer reports no significant difficulty ramp at low player counts, because negative effects and time advancement are triggered by player actions, so fewer players simply means each takes more of them. If you want a different challenge, use the optional Discomforting / Harrowing / Excruciating difficulty settings; the rulebook suggests skipping them for your first games.
