Can I discard a discovery to use its anomaly on another player's turn?

Yes, if its text doesn't say 'on your turn'. Consuming a discovery is a free action, and you need the required comprehension on your node. The effect resolves relative to the discarding explorer. Local explorers can also hand you a discovery first.
