With City cards never affecting Quinn, does The Wooden Spoon Awards still compare your stars with Quinn's?

Yes. Quinn's warehouse counts for star totals, so the award compares your park with the warehouse and gives 5 stars to the lower total. Quinn cannot be affected, so his total does not change when he wins.
