When Quinn picks an upgrade to demolish, does a built-in upgrade rank differently from a non-built-in upgrade?

Quinn does not prefer built-in over non-built-in in general. On ties in icon size, it picks the non-built-in upgrade because that one has a star value; the later criteria apply only to break ties.
