Does Extra Insurance pay out when a dinosaur is demolished by another dinosaur?
Only when the demolition happens as the result of an event in the Events step. Discovery Hall's free build is a Park step action, so that combo does not pay. An event that makes a dinosaur demolish another does pay the marked price.
