Does a Velociraptor that cannot move to an open food outlet demolish its upgrade?

Yes. The card's 'or' requires one option if possible. Staying on an open food outlet does not satisfy the move, so if no move is possible the Velociraptor must demolish its upgrade, unless you have a second food outlet to swap between.
