Can the Star Performer target a built-in upgrade?
Not by star value, unless the upgrade shows a visible 0 star. Built-in upgrades have no star value, so the Star Performer cannot demolish them. An earlier publisher answer, that she closes the attraction, was superseded by the designer's ruling.
