Can I play a card if I cannot do everything it says?
The rulebook only makes arrow costs optional and puts no prerequisite on playing a card.

Yes. There is no requirement to play a card. Do as much of its text as you can and skip parts that are impossible, such as a second deployment with no legal space. Only an arrow cost may be declined by choice.
