Do I get the marker's effect on the turn I take it, and does flipping to total control change the influence?
The rulebook says the effect starts immediately; community replies agree the +1 Influence applies on either side.

Yes. The effect applies starting immediately on the turn you take the marker. The +1 influence applies on either side; total control only adds the end-of-turn VP.
