Four basic actions: assassinate a troop (3 Power), deploy a troop (1 Power), recruit a card (its Influence cost), and return an enemy spy (3 Power). Devour, move, place a spy and promote come only from cards. Supplant is not a basic action either, but assassinate then deploy (4 Power) achieves the same.
