After setup, can I take several tiles from the same Trajan stack?
Players agree and the rulebook limits the restriction to setup.

Yes. The one-per-stack limit applies only to the starting three. Extra Trajan actions from extra action tiles allow repeated pulls. If a stack empties, that type is simply gone.
