Must I use the full benefit of a Trajan tile, such as moving all the figures it shows?
The rulebook says the special action is optional ('may'); allowing partial use is a community reading from one poster.

No. The rulebook says you "may" perform a Trajan tile's special action, and the players in the cited threads treat partial use as allowed, such as deploying one token instead of two. This is not officially confirmed. Tokens you do deploy stay where they are for the rest of the game.
