Yes — each player fills all six trays with two markers each, in any colour mix, before the Trajan stacks are shuffled and dealt. Nobody knows the top Trajan tiles when seeding the wheel. Players can all do this at the same time; hiding the choice is not necessary, though colours matter because each stack favours certain colour pairs.
