Forum tiles used for demands, all Senate tiles on mats, and all tiles remaining in the forum (including unused extra action tiles) are removed. Then two new bonus tiles, forum tiles and extra action tiles are laid out and the ships flip back. Province tiles stay unless emptied. Removed tiles are never reused.
