How do I redistribute action markers on the wheel?
This is spelled out in the rulebook and confirmed by players.

Choose a tray with at least one marker, take all its markers, and drop them one per tray going clockwise, starting with the next tray. You choose which colour goes where. The tray that gets the last marker is your target tray. You cannot skip trays or move counter-clockwise.
