What happens if the forum tiles run out?
No official answer; the rulebook's removal wording suggests no reshuffle.

The rules say removed tiles leave the game and nothing is reshuffled, so spaces that cannot be refilled stay empty. This is unlikely in normal play. A minority would reshuffle, but no official answer exists.
