The rulebook gives the tie-break but not what 'position' means after the final reset; one poster reads it as the stack order.

The tied player in the higher Senate position. After the final quarter's Senate step the discs are restacked on the start space, so the player whose disc is higher in that stack wins. This follows the rulebook's end-of-quarter steps but is not spelled out for the final tie.
