In what order do I use Trajan demand tiles, forum tiles and wilds to meet demands?
Use permanent Trajan demand tiles first (each once per scoring), then regular forum tiles, then wilds last, so you meet as many demands as possible. A Trajan tile can cover a demand without spending a forum tile.
