Do I still play the Reach Out and Touch Someone Baddie chips face down if I scouted them?
The designer says these Baddies aren't touched until revealed; that scouted ones still go down face down is agreed by players, not ruled officially.

Yes. Even if scouting or Ghillie's innate showed you the Baddie, the chips stay face down as the encounter requires. A face-down Baddie can't be given Bleed or Grab until a Gearloc moves adjacent and it is revealed.
