How does the Mohlnor Loot Cache work?

Everyone can look through the whole Cache and use any card during that battle without moving it to their Loot Area; anything kept afterwards must fit the 4-loot limit. Permanent loot is usable by everyone but only during the battle, and Dragon Scales is useless from the Cache since it must be in the owner's Loot Area.
