How many Encounter cards go into the deck for each campaign Tyrant?
The rulebook's Continuing Campaign section spells out how to build each new Encounter Deck.

For the second Tyrant draw 3 General Encounters, and for Nobulous draw 4 (the Progress Points required), then add that Tyrant's Tyrant Encounters and the set-aside Special Encounters and shuffle. Do not add Day 1 or Day 2 Encounters. Barnacle's deck is built in normal set-up from the days on its Tyrant card.
