Blind Strike deals its damage to the strongest adjacent unit on either team, with no attack roll. Because it isn't targeting, Untargetable doesn't stop it, though a stronger adjacent unit takes the hit instead. "Before moving" means before the movement phase, and the Baddie doesn't have to move to use it.
