Can I move the leader that links two kingdoms to another spot that links them again?

No, when both halves still hold another leader. Lifting the leader splits the kingdom first, and the placement rule then forbids putting it where it would reunite two kingdoms. If one half has no other leader it is only a region, so reconnecting is allowed.
