Disputed. The English rulebook says the game ends as soon as a player is unable to draw, which many read as ending at once without monument scoring. Chris Lawson's FAQ, with Knizia's input, and later translations say the turn is finished first. Refill at turn end happens after monument scoring. Settle it before the game if you can.
