When does the robber move?

The designer answered both the trigger and the mandatory move.

Whenever you claim a route using a locomotive (a wild), and the move is mandatory. It must end in a different city. Other uses of a locomotive, such as discarding for a postcard, do not move it. Only the claim triggers the move.
