When is piggybacking on a claimed route allowed?
The designer answered this several times, quoting the piggyback rule sticker.
Only when every route available between those two cities has already been claimed. A single still-open route (including an unbuilt trackbed) blocks it, and a detour elsewhere is irrelevant. For a double route this means the other side must be taken or unavailable.
