What do I do with a postcard that mentions a mechanic I have not found yet?
The rulebook says such references are expected; players add the handling.

Keep it in your office. It does nothing until that mechanic appears, and the rulebook confirms postcards can reference rules you have not discovered. If the mechanic has already been retired, the postcard gives a different benefit.
