Bull Market (and Common Stock) retire when shares are no longer available: at the start of a game with 5 or fewer shares in the deck, those shares are retired, and during a game once the last share is drawn. Shares in players' hands do not count as available, so you can never sell a share and then take it back when claiming a route.
