Where do discarded Destination Tickets go at setup and during the game?
The rulebook states both cases; forum players read it the same way.

Setup discards leave the game: put them back in the box without showing them. Tickets you decline when drawing mid-game go to the bottom of the Destination Ticket deck and can come around again. The rulebook says the first, and says the second explicitly under drawing tickets.
