Is the player who made the wish bound by it, and does their own straight fulfil it?
Posters agree; the rulebook says only that the next player who can must play it.

Yes, the wisher is bound like everyone else when the wish comes back to them on their turn, but the Mah Jong play itself never fulfils it. Even if the straight that includes the Mah Jong contains the wished rank, or the hand holds it, a later play by whoever can do so first is required.
