Can the Phoenix complete a four-of-a-kind or be part of a bomb, and is 3-3-3-3-Phoenix a full house?
The rulebook states the Phoenix cannot make a bomb and its FAQ rules out this full house.

No to all of them. The Phoenix cannot be part of any bomb, so three of a kind plus Phoenix is not a four-of-a-kind. The rulebook FAQ also rules out 3-3-3-3-Phoenix as a full house.
