Can the Mah Jong be used in a pair, full house, bomb or paired with the Phoenix?

No. The Mah Jong is played only as a single or in a straight as the 1, it is never wild, and it has no suit, so it cannot be part of a straight-flush bomb. The Phoenix cannot pair with it either, since the Phoenix only stands in for ranks 2 to Ace.
