Can I go out by playing the Dog as my last card?
Posters agree on this and it follows from when the Dog may be played; not an official ruling.

Yes, if you hold the lead when you play it: the Dog empties your hand and you are out, even though it wins nothing. You cannot play it when you do not have the lead, so if the Dog is your only card you must pass until the lead reaches you.
