When exactly can I play a bomb out of turn?
The rulebook says bombs can be played any time on a combination on the table; the leader exceptions come from players.

Any time after a play is on the table, even after you passed, until the trick is collected. You cannot bomb the lead before someone has led: after a trick is cleared, the new leader has the right to lead first, and a bomb cannot be played on the Dog. A lower bomb cannot be played on an equal or higher one.
