Can I bomb out of turn to avoid a Mah Jong wish, and does a bomb fulfil it?

Yes — a bomb played out of turn does not have to satisfy the wish, so bombing in the gap before your turn is a way around it. But a bomb played on your own turn must obey the wish, and a bomb that contains the wished rank fulfils it. If your out-of-turn bomb wins the trick, you lead next and must fulfil the wish then.
