Does the solo bot submit only correct theories, and must it submit what it knows?
The bot only submits theories it knows are correct, but submitting is optional, so a missing theory does not mean the sector is empty. In Peer Review you choose the bot icon from the object list to review its theory. The bot ignores your theories; a confirmed sector only stops it from publishing there.
