Yes — each gas cloud needs at least one adjacent sector that is truly empty. Planet X only appears empty, so it cannot be the neighbor that satisfies this rule, but it can sit on the other side of a cloud that already has a truly empty neighbor. Use this to rule out sectors when hunting for Planet X.
