Can I spend Prestige to re-roll dice after the end-of-action roll has already happened?
Based on the designer's brief description of the re-roll's purpose; no explicit ruling on this case.

Not as intended. The designer describes the re-roll as a way to press your luck before you move a die, not a way to re-roll after the end-of-action roll. The rulebook's wording ("at any moment during their turn") is looser, so this is the designer's stated intent rather than an explicit rule.
