In multiplayer, when does the Foo phase happen: once per round or after every player's turn?

Every player's own turn begins with a Foo phase, so each turn has its own Foo card reveal. Order is player 1 acts, Foo phase, player 2 acts, Foo phase, and so on. Duplicates are generated as part of that phase before the card is revealed.
