Can I rescue a cat using only my permanent basket and no rescue cards?
The designer confirmed it, and the rulebook says a permanent basket is used once a day.

Yes, as long as you can pay the fish. The permanent basket guarantees at least one rescue per day. You will just be last in turn order if you play no boots.
